Notes: Sumario: Las Naciones Unidas fueron creadas con un sólo fin principal: el mantenimiento de la paz y seguridad internacionales. Paz y seguridad, derechos humanos y desarrollo de los pueblos forman el tríptico desde el cual hay que medir la efectividad de la acción llevada a cabo por esta Organización. __ Las Operaciones de Mantenimiento de la Paz son un concepto en contínua evolución. Actualmente se plasma en un nuevo tipo que puede introducir el factor coercitivo para imponer la observancia de la paz. __ En el año que termina se han s¡ desarrollado diversas Operaciones de Paz que han consolidado el principio de su necesariedad, el principio de paz a toda costa. __ La Paz no es concebible sin una atención eficaz a los derechos humanos. En este sentido Naciones Unidas ha desarrollado acciones principalmente en Africa, territorios ex soviéticos y, especialmente, en la ex-Yugoslavia... Todavía ha sido destacable la labor desarrolla para los Refugios y UNICEF. __ El desarrollo y la paz van ligados con la cooperación internacional, un programa de desarrollo siempre sería complementario a un programa de paz. __ Posiblemente las Naciones Unidas consigan totalmente su objetivo el día que exísta una firme voluntad política de todos los estados de construir la paz; el día en que los Ejércitos pasen a ser unos auténticos Ejércitos para la paz
