Notas: Sumario: "The Congressionally mandated Quadrennial Defense Review (QDR) by the Department of Defense places a higher priority on protecting the political and economic interests of the military-industrial-congressional complex than on adapting our combat forces to the changed conditions of the post-Cold War era. The QDR thus fails to serve the budgetary interests of American taxpayers in ways that, if uncorrected, can only increase the severity of a mismatch between military capabilities and the defense of our interests. A realistic long-term strategy requires an accounting system that forces the fundamental asymmetry between the rate of budget growth, and the rate of cost growth, for advanced weapons systems. Strategy, as the art of the possible, must be related to constraints both internal and external."
